But he is urging residents to work together to make sure that does not happen.

Since Thursday, the Warwick district saw more than 100 new positive cases. This rise amounts to over 12 per cent of all recorded cases in the area since the start of the pandemic in just four days.

Mr Western said: "The public have gone to extraordinary lengths to help control the virus these past six months. Unfortunately, due to consistent failures by the Government and the County Council in delivering an effective Test and Trace system, we are now facing a rapid rise in cases locally once more.

"Our coronavirus ‘rate’ – the prevalence of the virus in the community – now stands at 90.4 per 100,000 people. The Government’s new three-tier system will see areas have further restrictions (such as a ban on households mixing) imposed on them, potentially after reaching 100 cases per 100,000.

"Solihull faced restrictions last month when they hit 65 cases per 100,000.

"Although we don't know for sure that reaching 100 cases per 100,000 would necessarily mean we move to the next tier, we are now eerily close to that number and so we must act.

"We’ve reopened the economy and have welcomed students back into the community. But the Government simply didn’t prepare for this and a local testing facility in Leamington is still not in operation. I questioned the Prime Minister about this last week, but no satisfactory answer was given. We need that facility open now.

"I’m doing all I can to get the Government to urgently improve the testing system, but please, I urge all residents and businesses to do all you can and stick to the rules to avoid more restrictions on our lives. I particularly urge all in the hospitality sector to maintain their measures to the highest level including table service for pubs and bars and social distancing throughout. I’m doing my best and working with local authorities to ensure Warwick and Leamington will remain open."
