Leader will not be supporting nil cap proposal

Campaigners want the policy to be enforced after licences were granted to Old Town nightclubs Amara in Court Street and Shades in High Street.

But while taking questions at a Warwick District Council meeting last Thursday the authority’s leader Cllr Michael Doody (Con, Radford Semele) said he would not support proposals for a nil cap policy.

Cllr Alan Boad (Lib Dem, Leamington Crown) said: “What steps are the leader and his administration going to take to enforce the proposal of a policy of nil cap for sexual entertainment licences across the district and does he agree with me that this council should give a clear signal that we do not want any more of these venues starting up?”

In reply, Cllr Doody said: “I’ve always considered that a licence should be given, or not given, on its own merits and therefore a nil cap predetermines what we are against.

“Therefore I will not be going along with a nil cap.

“I believe every application should be considered by the licensing panel on its own merits.”
