Is free parking the answer?

Councillor Martyn Ashford is upset at the name of Leamington Shopping Park but amazingly Norman Stephens, chairman of the Leamington Chamber is upset that the shopping park is there at all. It wouldn’t be anything to do with free parking would it? - Ken Wilkins, Kennan Avenue, Leamington.
