Local shops would be decimated

Some years ago I submitted an application for change of use for the shop adjoining Kangs in Grove Street from retail to a fish and chip shop. The council refused this application and the matter went to appeal which was also refused, but the reasons are highly relevant to the present Waitrose proposal.

The inspector considered that the existing shops which provide for people’s day to day needs should be protected. He thought the fish and chip shop would be expected to attract customers from a wider area and provide a point of focus where some people might be expected to congregate. The proposal would conflict with local plan policy and government guidance. The inspector concluded ‘that the proposed change of use would be harmful to the character and convenience shopping facilities of Grove Street and, if repeated too often, would have a materially detrimental effect on the vitality and viability of Leamington town centre and other local shopping centres, contrary to emerging policy UAP5’.

Whilst the refusal of the fish and chip shop proposal may seem trivial, the fact is that the Waitrose proposal would run against similar objections but on an infinitely greater scale. Local shops would be decimated not only in Grove Street but elsewhere in the surrounding area. Large numbers of people would come from outside the local convenience shop catchment area bringing car traffic and delivery vehicles into what remains essentially a residential area.

Other concerns are that from certain quarters in Leamington, there are suggestions that the name of the applicant is of importance in determination of a planning application with similar pressures put forward in relation to the Chandos Street scheme. I have a concern that with the efforts Waitrose have made in terms of an exhibition etc, they have had informal discussions with the planning department and possibly been given encouragement. The application should be dealt with purely on its merits and it seems clear that the vast weight of policy, traffic and amenity considerations would lead to refusal of any application. - G.H.Wilson, Mews Cottage, Arlington Mews, Leamington.
