Why are the by-laws not enforced in park?

Can someone at the local council explain why there is no follow up on offenders breaking the by-laws in Jephson Gardens every day of the week by riding their bikes through the park, despite by-laws being published, and metal black signs on all the entrances in and out, stating cycling is prohibited?

During the past warm spell, an elderly lady was knocked off balance, but the cyclist carried on. She was shaken up, but nothing too serious this time.

More people and children were out in the nice weather. Why should we have to put up with this situation through the coming summer and hopeful better warm weather, purely because there is no one available to implement Leamington Spa’s by-laws?

Suggestion: As in the past, in Bournemouth, why not re-introduce park keepers with certain powers of authority, and to get at people who go in amongst the flower beds, and then leave their old cans, and paper bags, etc, on the ground when they leave? Is there no longer any discipline since military conscription of two years was terminated in 1962?

While the council is busy upgrading the parks for the upcoming Jubilee Celebrations, would it not be an appropriate time to recommend park controllers like traffic wardens? Just give it a run. Other by-laws on the list can also be supervised whilst on duty! - M Graham, via email.
