Rugby's MP John Slinger talks about his anger with housing management companies, as part of his regular column with the Rugby Advertiser.

What industry can raise fees far above inflation, face little oversight, and trap people with no easy way out? The answer: housing management companies.

You may have heard horror stories about housing management companies. FirstPort’s name keeps coming up in Rugby. I've heard these stories from constituents, and I really feel the sense of anger about this. I want to use this space to set out some actions I'm taking on your behalf.

Housing management companies charge a service charge to manage shared amenities and open spaces not adopted and maintained at the public expense. This is a fee paid in addition to council tax.

Many people, who are paying this fee, get in touch with me to raise specific issues they are facing. Whether its windows not being cleaned despite being charged for it, not being given keys to bins and electricity metres, to just being point blank ignored!

A constituent complained to me that their window cleaning hadn't been properly completed for months. I reached out to FirstPort directly. Their response provided 'jobs cards' as evidence of a contractor completing the window cleaning.

I noticed discrepancies in the evidence that they produced that has led me to ask further questions of their working practices. I remain deeply concerned that after numerous attempts to question this I have yet to receive a satisfactory explanation.

The Broader Issue

This might seem small on its own. Yet it's symptomatic of a larger problem: a problem of ineptitude, poor financial transparency, and communication. I've still not received a satisfactory answer on this case since April.

As an elected representative, if I struggle to receive answers to queries regarding billing discrepancies, what hope do constituents have? It is ludicrous.

What I Witnessed at the Inquiry

In Parliament, I'm proud to be part of Labour for Leaseholders, a group standing up for people who are being unfairly treated and overcharged by exploitative management companies.

Most recently, I joined the panel of an inquiry session, seeking to understand from witnesses the true extent of the impact of FirstPort's practices. I entered that room expecting to hear tales of injustice and incompetence. But I left utterly appalled.

What I saw suggests that - at best - people are being shoddily treated by this company.

But at worst, this could be something far more sinister.

What we are dealing with is a captive market. People with limited legal redress. And an organisation that appears to act with impunity - exerting total control over contractors.

I am committed to tackling this, to challenge vested interests, repair broken markets and to protect the vulnerable from exploitation.

Taking Action

I am pleased to hear that the Government will consult this year on legislative and policy options to reduce the extent of private estate management arrangements, which are the root cause of the problems experienced by many residential freeholders. It’s the Government’s firm view that overcharging through service charges is completely unacceptable, I am confident that they recognise the full scale of this issue.

It is my view that homeowners must not be paying council tax and service charges for what is essentially the same service, they must have the power to replace managing agents and finally local authorities must adopt as much common land and as many estates as possible.

We will hold those responsible to account - those whose selfish and harmful actions have caused real anguish. If you’re facing particular issues with housing estate management companies, please do get in touch with my office – every story helps build a clearer picture of how these firms operate and how we are best able to hold them to account.
